Oklahoma Quality Jobs Program

Promotes job creation and business expansion by providing a rebate on a portion of newly created payroll.

  • Available to companies expanding or relocating jobs to Oklahoma.
  • Supports the creation of full-time, well-paid positions.
  • Participants can earn benefits during the first three years as they reach qualifying payroll thresholds.
  • Not eligible to be paired with the Business Expansion Incentive Program (BIEP) or the Oklahoma Innovative Expansion Program (OIEP).

Small Employer Quality Jobs Program

  • Designed for small businesses (500 employees or fewer) that are locating or expanding in Oklahoma.
  • Offers up to a five percent cash-back incentive for up to seven years.
  • Qualifying payroll must pay 110 percent to 125 percent of the county’s average wage.
  • Benefits begin after meeting minimum job creation and wage requirements.
  • Not eligible to be paired with the Business Expansion Incentive Program (BIEP) or the Oklahoma Innovative Expansion Program (OIEP).

21st Century Quality Jobs Program

  • Aims to attract and retain highly skilled, knowledge-based industries.
  • Offers up to 10 percent of payroll in net benefits.
  • Rewards businesses that create advanced, high-wage jobs supporting Oklahoma’s future economy.

Aerospace Engineer Workforce Tax Credit

  • Supports Oklahoma’s aerospace industry by incentivizing engineering talent and applies to aerospace companies hiring engineers in a variety of fields.
  • Provides a tax credit of 5% of an engineer’s annual compensation, or 10% if the engineer graduated from an Oklahoma college or university (up to $12,500 per employee per year).
  • Includes an additional credit of up to 50% of tuition reimbursed to the engineer.
  • Engineers hired under the program also receive a $5,000 annual tax credit.
  • Credit expires January 1, 2026.

Automotive Engineer Workforce Tax Credit

  • Supports Oklahoma’s growing automotive manufacturing sector.
  • Applies to engineers and companies that manufacture or assemble motor vehicles or parts.
  • Eligible to companies established after November 1, 2019, and their engineers.
  • Credit expires January 1, 2026.

Software & Cybersecurity Workforce Tax Credit

  • Encourages growth in Oklahoma’s technology workforce.
  • Offers up to $2,200 annually for qualifying employees with a degree from an ABET-accredited program, or $1,800 for those with a state-accredited tech center certificate.
  • Credit available for up to seven years.
  • Cannot be claimed alongside the Aerospace Engineers Tax Credit.

Oklahoma Workforce Development Program (WEX)

Part of the Oklahoma Works initiative, WEX connects job seekers and employers through on-the-job training (OJT) with subsidized wages.

  • Builds skills aligned with local labor market needs.
  • Focuses on in-demand industries across Oklahoma.
  • Helps participants transition from training to long-term employment.
